I feel like the writers were in it because they liked Ten. Or they just... have no idea how regeneration is supposed to work. I have a friend who's upset that he changed at all and it just boggles my mind. (Actually, she said he's "not quite the Doctor"--meaning Ten--which kind of goes along with the issue of not changing enough to be an individual.)
